Objectives and results

The purpose of the mentoring with the Albanian Association of Municipalities is to support them in implementing the new Albanian Law on local self-government and Decentralization Strategy, which lead to merging of municipalities. It will contribute to establishment of a well structured municipal administrations in Albania with clear division of roles and responsibilities, with the main aim of covering the needs for services of local communities.
The foreseen result of the mentoring is a review of the conditions of the municipality and definition of the needs for human resources that is to be followed with a draft of the organizational chart and internal regulation of the pilot municipalities, as well as wide dissemination of results in the whole country.
