Republika Srpska's State Administration Agency was established in 2002. Law on Administrative Service in the Administration of Republika Srpska, as an independent and independent professional body responsible for its work to the Government of Republika Srpska.
Today, the Agency counts 17 employees, and in accordance with the Law on Republic Administration performs administrative and other professional tasks related to: establishing and implementing unique rules and procedures for employment, appointment, appointment, evaluation and advancement of civil servants, training and training of employees in public administration, planning and realization in cooperation with the administration bodies of their own bodies and personnel proposed strategy, enactment of training programs and general professional training of civil servants for all governing bodies, as well as the application of the specified strategy and program independently or in cooperation with other bodies and organizations, proposing to the Government how to pass the professional exam for management work, enacting programs and organizing exams for work in the republic administration, determining the highest standards, rules and procedures preparation and management of the Central Registry of Personnel, providing professional assistance to the bodies of the republic administration in planning, hiring and deciding on the rights and obligations of civil servants, submitting reports and information at the request of the Republic legislative and executive authorities, publishing activities related to the training and professional development of civil servants and other activities in accordance with the law. Objectives and results
The Agency for Public Administration of Republika Srpska (ADU RS) with expert support provided by ReSPA (Regional School of Public Administration) and KDZ (Centre for Public Administration Research), within the framework of the BACID III project, fully and in accordance with the planned timeframe, performed all phases of the activities i.e. the development of a CAF action plan. The conses workshop and development of CAF action plan are designed, as the last in a series of activities prior to the implementation of activities for improvement and the CAF action plan.
ADU RS has demonstrated with the self-assessment group a high level of commitment to implementing the CAF quality management model. In ADU RS there is visible decisive and participatory leadership and readiness for open dialogue and perception of forces, areas for improvement and activities for the improvement of all 9 criteria of CAF, as well as related subcriteria. Employees participated in equal dialogue during all stages of CAF implementation, with the guidance and moderation of ReSPA and ReSPA expertise for CAF.
